Means rejected the idea. The armor is just in the database for stability reasons, as it was introduced but never put in-game. Same thing, for example, with SL control towers and SL org contracts. (Not overpowerd but never implemented, and still in the database.)

I'd wear it.

I like this armour because it would take some serious twinkage for anyone other than soli to get it on. Even for soli, probably need all end game gear to get it on easily.
