As for the NCUs, you're right, QL266 is the highest one I can equip, so anything in the 250-266 range works.

A little addendum for those who want to do something similar to this, the Ring of Herodotus was needed to get my -skilllock high enough to double-tap the computer literacy tutoring device. I used QL207 Crepuscule Pants, and a QL159 Tutoring Device.
