Well ... that other page isnt what you need to reactivate a froob account if that is your intent.

Just log into the froob account the regular way and then paste+enter the below url in your address-bar:
https://account.anarchy-online.com/uncancel_sub

It didnt do that before, so they must have changed it.

It is still possible however, to remove a payment option if you have one thought.

as you prolly already know by now, I think they migitated the issue by disabling account creation:
