Im sure it has something to do with royalties being paid to artists from Internet traffic. Concerning what countries it is available to +++ ofc they would have to have the capabilities to stream nicely.

SA doesnt really have decent lines unless your a company paying tons for bandwidth every month with dedicated lines.
