I think for streamlining purposes we should probably just move the interview step to the web.
We could either:
a) trust them and just leave the interview at "have you read the code of conduct?" before invite and verify they have a forums account.
or
b) create a small quiz that asks a couple of questions from the CoC and asks them to checkbox (like a EULA).
AO needs this due to lower activity. SWTOR needs it due to chat being a pain. I have NO problem with kicking people if they just don't work out after being chatted with after someone obviously violating the CoC. AP is pretty much -incapable- of kicking people as frequently as many groups in SWTOR will do, and unless we are actively recruiting in chat channels (not wanting this) then we won't be likely to attract the jerks that need kicking anyway.
The interview process serves a purpose, but it can be more automated. This is how almost all guilds today for newer games handle applications (though most skip the CoC survey).
The flow for B) can be something like:
1) Sign up for forums account, once done the forums auto-mail you a link to the survey (thereby ensuring they have signed up for the forums, no giving the survey URL manually).
2) Survey includes the CoC at the top
3) Survey consists of:
a) 2-3 key questions specific to our CoC that we really want to be SURE they know (like, taking issues with guild mates to tells first, and then to an officer, never aired on guild chat).
b) A form that they fill out with some basic info (character name[s], geographic location, what they are looking for in a guild, etc).
4) Survey requires them to check off an "I have read the CoC and pledge to uphold it as a member in good standing" box before being submitted.
5) Errors in answers when submitted make them go back and try again.
6) Upon accepting the survey, if we can figure out how with the forums, it should auto-post their information (completed survey information) as their application thread for review.

Just read, at midnight, after a busy day IRL. Thanks for starting this thread. 
Yes changes are needed, and some automation is welcome (that could be linked to an AP characters database), the "human contact" part remaining important though IMHO.
